Status is not momentum

A rule, project, action, or scenario has been proposed. It remains subject to review, change, rejection, or withdrawal.
A program, directory, or public process is currently available or operating. This label does not imply a project-specific contract or approval.
A regional asset exists today. Its presence is not evidence of a Starbase contract, capacity reservation, or project relationship.
A dated primary record supports a discrete construction milestone, such as a publicly documented award, notice to proceed, permit action, or verified field activity. No such project signal is shown unless the record supports it.
